Policies and procedures are the bedrock of an effective information security regime.  They serve as a constant point of reference, ensuring that everyone knows what needs to be done and how it should be done.  Policies, procedures and standards are the glue that holds the overall approach to information security together across the organisation.

Comprehensive, Integrated Suite of Documents

Many organisations have a handful of policy documents that have been created in an ad hoc way over several years to address specific issues as and when they have arisen.  They are far from comprehensive (maybe covering 10% of the controls recommended by recognised information security standards such as CoBIT or ISO 17799) and they are rarely integrated with each other and other processes.  In many cases, staff are unaware of their existence, or they are widely ignored.  If an effective, consistent approach to security is to be achieved, what is needed is a comprehensive set of policies, procedures and standards covering all relevant controls: most importantly, they need to be written in a way that makes them readily understandable to the people responsible for implementing them.
